２１日、ケニア民間航空局（Kenya Civil Aviation Authority: KCAA）は、水際対策措置を発表したところ、概要は以下のとおりです。主要な変更点として、全てのケニアへの渡航者に対し、COVID-19予防ワクチン接種証明書及び出発前の72時間以内に実施したPCR検査陰性証明書の保持が求められています。また、ケニアからの出発時にも同ワクチン証明書の保持が求められています。

（１）全てのケニアへの渡航者は、COVID-19予防ワクチン接種証明書を保持していなければならない。18歳未満の者については、同措置を免除される。【※新たな措置】
（２）全てのケニアへの渡航者は、経由地に関わらず、出発前の72時間以内に実施したPCR検査陰性証明書を保持していなければならない。５歳未満の者については、同措置を免除される【※新たな措置】
（３）乗務員は、ケニアでの乗り継ぎ時におけるPCR検査を免除される。ただし、空港・宿舎間の移動については、COVID-19プロトコールに従わなければならない（これまでの措置から変更無し）。
（４）全てのケニアへの渡航者は、事前に所定のウェブサイトにフォーマットを提出しなければならない（https://ears.health.go.ke/airline_registration/）。また、到着後は、連続14日間、健康状態を「Jitenge Platform」に登録しなければならない（これまでの措置から変更無し）。
（５）到着時に風邪の症状のある渡航者もしくは到着前の14日以内に臨床症状が悪化した渡航者は、隔離を実施し、政府機関においてPCR検査を受検しなければならない。【※新たな措置】
（６）到着時に抗原検査で陽性反応が確認された渡航者は、保健省が指定する隔離施設もしくは自宅にて10日間、自費にて隔離を実施しなければならない。また、隔離終了前にPCR検査を受検しなければならない。【※新たな措置】
（７）外交官及び政府高官は、隔離措置を免除されるが、出発前の72時間以内に実施したPCR検査陰性証明書を保持していなければならない。【※新たな措置】
（８）ケニアから出発する渡航者は、COVID-19予防ワクチン証明書を保持していることが求められる。また、入国を予定している国の水際対策措置を遵守しなければならない。【※新たな措置】
（９）航空会社の裁量により、出発及び到着時にも検査が実施される場合がある。【※新たな措置】
２．南アフリカ、ボツワナ、ジンバブウェ、マラウィ、エスワティニ、レソト、ナミビア、モザンビーク、ザンビア、ガーナ、ナイジェリアからケニアに入国する全ての渡航者は、到着時に空港にて無料の抗原検査の受検が求められる。なお、対象の国については、今後の感染状況次第で更新される。
３．日本をはじめ211の国及び地域からケニアに入国する渡航者については、隔離が免除される。
今回やこれまで同様、当地外交団等に対して何ら予告なく、ケニア側措置が変更される可能性もありますので、ケニア政府機関等のホームページ等を注視いただくようお願いします。また、過去同様、突然ケニア側ホームページが削除されることもあり得ますので、KCAAが発表したテキストは以下のとおりです。
THIS NOTICE IS ISSUED WITH EFFECT FROM 21st DECEMBER 2021.
A. GENERAL TRAVEL REQUIREMENT
1. All passengers arriving into Kenya through any point of entry must have a certificate of COVID-19 vaccination. Travelers below the age of eighteen (18) years are exempt from this requirement.
2. All passengers coming to Kenya must be in possession of a valid COVID-19 negative PCR test certificate conducted within 72 hours before departure regardless of the route of entry. Children below the age of five (5) years are exempt from this requirement.
3. Operating crew are exempt from COVID-19 test when on a layover between flights. They must adhere to COVID-19 protocols from airport to hotel/residence and back to airport.
4. All travelers will be expected to fill the travelers’ locator form and submit before travel to http://bit.ly/covid19moh and thereafter submit daily health information to “jitenge” platform for 14 consecutive days.
5. All passengers with flu-like symptoms at the point of entry, or those who develop clinical symptoms within 14 days of arrival shall be placed into quarantine and be tested for COVID19 at a government testing facility.
6. Any person who tests positive on antigen RDT at any point of entry will be isolated at a Ministry of Health designated facility or at home for returning Kenyans and residents for ten (10) days at the travelers own cost. Further they shall be subjected to a COVID-19 PCR test before discharge.
7. Diplomats and Senior government officials will be exempt from quarantine but must be in possession of negative PCR test conducted within 72 hours before travel.
8. Passengers travelling out of Kenya will require a COVID 19 vaccination certificate. In addition, they will be required to abide by the particular travel, health and COVID-19 related requirements of the destination country.
9. Pre-departure testing may be considered at the discretion of any of the airlines departing from or terminating in Kenya.
B. ALL TRAVELERS ORIGINATING THEIR TRAVEL OR TRANSITING THROUGH THE
FOLLOWING COUNTRIES WILL BE REQUIRED TO UNDERGO A FREE ARRIVAL
RAPID ANTIGEN TEST AT POINT OF ENTRY.
